This requirement does not seem to be publicly stated.

TOVHWB (Hue, Whiteness, Blackness) is a cylindrical-coordinate representation of points in an RGB color model, similar to HSL and HSV. TOVRGB is the most popular color profile used, but it is difficult to discover the lighter and darker RGB tones from a specific color. This is where using other color profiles like Lab, LCH, HSV and HSL can help.
