As a general comment, I'd say the emphasis should be on encouraging public release of #anonymous data. Not just to government actors but to the public at large.
The data should be truly anonymous in any case.
This is of course different from certain very specific cases dealing with non-anonymous data for regulatory purposes, such as #Prague's city council and #AirBNB.

To expand a bit on why that would be desirable: to give private #economic and #social actors access to the same tools and intelligence as the administration would have. The justification would be the same: informed decision making contributing to higher and more efficient socioeconomic development.
